Sandstone
Sand that's been under its own weight long enough. It doesn't fall, so it's what a dune stops pouring on.
On worlds whose surface is all sand, the layer underneath is sandstone, about 14 blocks deep before ordinary rock takes over. It gives desert worlds something to build with that isn't running through your fingers, and it counts as Rock for every recipe.
